Course Description:

One of the greatest challenges that arose during the response to the Gulf Coast hurricane disasters involved special needs population such as the elderly, psychiatric patients, nursing homes and other long-term patients. The objective of this program is to explore the management strategies that worked and those that did not work. The presenter will be Dr. David Lakey. Dr. Lakey rapidly developed a temporary in-patient medical facility to address the needs of special population in Texas during the hurricane response. The moderator will be Dr. Scott Lillibridge, the Director of the University of Texas-Houston's Center for Biosecurity and Public Health Preparedness. Dr. Lillibridge assisted in providing public health and medical services to evacuees at the Houston Astrodome and Convention Center.

The idea for this audio/Internet conference stems from a discussion among 15 states that were managing evacuees from the Gulf Coast. It is very obvious that special needs populations require additional resources and time to be able to get to a safe location. Additional, they need constant care after they arrive so evacuation is just the first part of assisting special needs populations. In many of these groups, special medications services are essential.
